Big boss man. Was a utility guy in the WWF/WWE in the 80s and 90s. Never really a top guy, but involved in some pretty major storylines. Initially he was a cop caricature (where this picture is from) then later came back as a sort of SWAT guy that wore a flack jacket. Died about 10 years ago in his early 40s.
(Yeah, I watched too much wrestling)
